New system for Lifelong Learning in the making, and that affects the freedom of choice for trainers and professionals
The government is working on a new system for Lifelong Learning and Development. According to the recent parliamentary letter and the accompanying decision note, the exploration of individual learning accounts will be completed by the end of 2026. This will be followed by a legislative proposal in the spring of 2027 and a new LLL scheme from 2028 onwards.
This is major news for everyone involved in learning and development. The training market for people in work is set to undergo significant changes in the coming years.
What is changing
Two developments stand out. Publicly funded institutions such as universities of applied sciences will be given a broader statutory role in the training market. And with the individual learning account, professionals will soon have their own learning budget at their disposal.
The first point is a sensitive one. Hundreds of private training providers and trainers also operate in this market. They have been warning for years about an uneven playing field when public funds and statutory responsibilities always end up with the same parties.
Why this affects us
