VO Council draws extra attention to Kennisnet's AI Literacy Framework in secondary education

This week, the VO Council highlighted Kennisnet’s AI Literacy Framework, specifically for school leaders in secondary education. We wrote about this framework last week, and the VO Council’s announcement adds a detail worth mentioning. The framework does not stand alone; it was developed in collaboration with the University of Twente, under the leadership of Prof. Dr. Kim Schildkamp.

Research Behind a Practical Tool

The fact that an AI literacy framework is scientifically substantiated makes it easier for a school team to take it seriously and start working with it. Schildkamp has been researching for years how schools use data and technology to improve education, and this background is reflected in the structure of the framework. The four competencies—capable, critical, creative, and soon professional—divided across the levels of basic, advanced, and expert, are not arbitrary but are based on how people actually develop skills with new technology.

Why the VO Council Places This with School Leaders

The VO Council points out that school leaders can use the framework to map out their team’s development needs—not only those of teachers already using AI, but of everyone. Since February 2025, the European AI Regulation has required all staff to have a basic level of AI literacy, and many school boards have not yet included AI in their ICT policy. With this framework as a shared language, a school leader can finally have a concrete discussion, instead of remaining stuck in generalities.
